Sable Reach's ten-year note printed 4.91 bits per 100 at the late mark Tuesday, up 0.22 on the day and 1.51 since First Clerk Odric Vale took the Seat in early autumn. Vale's levy failed on the floor, 214 to 198, at 16:40. He was the fourth clerk to lose a funding vote in eleven months. The winter storm card kept its call time, 05:00 Wednesday.

Windfall Margin's late shift put the spread over Canterlot Council ten-year paper at 1.89. The Council note sat at 3.02. At midsummer, before the third clerk fell, that spread stood at 0.38. Gale Report entered both figures for the morning sheet. Dealers who left at the day bell had marked the Reach at 4.69.

The Reach owes 112 bits on every 100 bits of a year's output. The Canterlot Institute watches a compact line of 3 bits of deficit in every 100. The Reach is running 5.6. The Institute moved the outlook to watch at 11:12 and left the letter grade unchanged.

Three slates split the benches. The Court List holds 171. The Works List holds 126. The Outer Slate holds 118. None of the three can pass a tax, a cut, or a borrowing cap on its own, and no two have signed a joint card. Vale's 40-day stopgap, meant to cover crew wages and the Wednesday windows, failed in the same vote. House rule gives a clerk one funding vote a sitting. Vale's boxes were in the hall by 18:05.

Director Yarrow Fen of the Reach Works told the day desk the print was seasonal and the winter card would fly on existing authority. The Wonderbolt press office followed at 17:50. Its line said the poster team was funded in full and that the market had priced a mood. At 18:20 the office sent nine poster fliers over the note floor under a banner reading FULLY PROVISIONED. The banner ran 40 wingspans. The invoice, 12,400 bits, went to Storm Account 4, the account the failed levy had been written to refill. Account 4 held 1.1 million bits at the close. The next ten days of windows are rostered at 19 million.

Hollis Keel, crew chief on Windfall Margin's late shift, read the placement book after the formation cleared the floor. "They flew a banner over an unsold roll," he said. "780 million of the morning paper is still here. Fen will pay 4.80. The bids are at 5.40."

The morning issue had been sized at 1.4 billion bits, due before the Wednesday storms. Buyers took 620 million at Fen's 4.80 cap. The Reach Stabilization Trough has taken 61 of every 100 bits of new Reach paper this month. It stopped at the cap, and so did the other buyers still on the floor. 780 million stayed on the blotter for a redo at 5.40.

Pell Soren flies the third window on the reserve card. The circuit sheet that went out at 19:00 lists her eighth. The paid sheet leaves her off. She came off Sunday's window a flier short, right shoulder strapped, and stayed on the start list. Her Wednesday chit still reads pending levy. The slot is 05:00 over the west stacks. The works' night board has the wind at 30 knots. The card wants four fliers. The board shows two.

"I'll be on the stack at 05:00," Soren said. "The chit says pending. If the second flier stays home, they can hang the slip on the weather. The slip is the money."

The poster team is paid from a Bolt draw filled in the spring, the draw the press office cites. Reserve windows, hail crews, and the night buckers sit on Account 4 with the coupon on last winter's notes. Keel split the page after the close. The dawn coupon is 0.9 million bits. Wednesday's crew chits are 2.1 million. After the coupon, Account 4 has 0.2 million left for the crews.

The Outer Slate blamed the Court List. The Court List blamed the Works List's wage card. The Works List blamed the talk on the steps. Keel will keep the watch until 04:30.

Asked for the share of next year's levy already promised to notes outstanding, Fen's office called it a technical matter for a seated clerk. The late book had the share at 17.6 bits of every 100.

Keel marked the redo on the blotter before the late shift turned. At 5.40, the unsold 780 million costs the Reach 4.68 million bits a year above Fen's 4.80 cap, 2.2 times Wednesday's crew chits. The press office left the banner up.

The night board updated at 21:10. Wind held at 30 knots. Paid fliers on the west stacks stayed at two. Soren's chit stayed pending. The banner invoice matches 6.2 bits of every 100 left for the crews after the dawn coupon.
