A rented quill read forty sheets that were not its own. The Seal answered with a ribbon that stops letters.

The East Filing Room took its public window offline at 16:00. The order was Decree 7-H. The Seal set the ribbon at 13:40. A clerk had the bad sheet in a drawer since the fourth.

The window runs on the Crown Frame. So does the license desk in Manehattan, and the placard that says the Weather Desk is closed on Sundays. Frame H is the Seal's form. Bureaus copy it. They do not keep a second.

At 09:12 a rented quill on Market Second wrote a docket number that was not its own. The window returned a March stall-fee sheet. The quill changed one digit and got another. It did this forty times, then the hour ended. The log is six pages. The first line is a market license for Sable Merrin.

Merrin, a petitioner, rents the quill on Tuesdays. The window wants a clean copy. Her hoof does not make one.

"I asked for my own stall paper," Merrin said. "It gave me somepony else's numbers. I put them back on the counter."

The quill is Lot 40, Pattern Reader, under the archive stairs. The Hall licensed it in June for "copy and compare." The license does not mention the docket field. A cage clerk stamped Merrin's slip at 08:02.

Bramble Holt works the East Filing Room from seven to three. On the fourth, Holt wrote Form 11-N.

"The docket field takes a letter," it reads. "I entered B. The window opened a sheet that was not the sheet on my desk. I stopped at the letter."

Holt put the form in the incoming tray at 11:20. The stamp says received. Nopony sent it back. Nopony sent it up.

"I wrote it on the fourth," Holt said. "They stamped it received. That was the end of it."

Undersecretary Pellin Marsh read the morning board at 08:30, two floors above the tray. The board said Frame H had no open edge. Form 11-N sat under a ribbon from another week.

Spike carried the six pages into the Records Hall at 11:04. He logged them incoming, item 30, and set them on the Seal's side of the table. At 12:16 a deputy saw a tax total that was not Merrin's and called Open Desks.

Marsh posted a holding line at 12:40. The window was "under review for harmony," and it stayed up. Until 13:40 a pony with a number could still do what the quill had done. The Hall did not post that.

Decree 7-H came down at 13:40. Princess Celestia's seal is at the foot.

"Windows on Frame H close at 16:00," it reads. "Restoration follows Ribbon C. This is harmony."

Ribbon C tells the window to refuse a docket number that contains a letter. It does not tell the window to refuse a number that belongs to another pony. Holt's note named the letter. The quill used digits. The ribbon answers the note. It does not answer the log.

The palace sent four sentences at 14:05. They thanked "the vigilance of the process." They named the seal. They did not name Holt or Merrin.

Marsh spoke in the corridor at 14:22.

"The frame remains a harmony instrument," Marsh said. "The close is the protection."

At 15:58 the Weather Desk placard went dark with the windows. A mare with a Sunday question stood in front of it. The card had never taken a filing. It sits on Frame H because the hall has one printer. She waited until 16:10 and left.

The East Room window went dark at 16:00. Holt wrote the time in the daybook. The Seal's summary says "closed per 7-H." It does not say 16:00.

Ribbon C reached the room at 17:46. The window came back at 18:10. Holt tried the letter B. The window refused it. Holt tried the next digit from Merrin's log. The March stall fee opened. The name was not Merrin's.

Holt wrote that at 18:19 on a fresh Form 11-N and set it in the tray. The stamp is not on it yet.

Decree 7-H is still the order. Windows with Ribbon C are listed as restored. The rest are listed as dark. Merrin's license is unfiled. Her slip, stamped 08:02, is the only paper in the building that gives Lot 40 a time, a payer, and a stop.

The night clerk initialed Holt's second Form 11-N at 18:41 and left it in the tray. The East Filing Room locks at 19:00. The form did not go upstairs.

The restored list had gone up at 18:22. It names Ribbon C and the hour 18:10. Holt's daybook line for 18:19 is still the only place that records the digit, the March fee, and the name that was not Merrin's.
