The Siltreach Coin Office called the chilled-vapor compact close at 11:06.

Minister Calder Brant stood at the front desk to say it. The desk clock read 11:06. A runner chalked that minute on the hearing card while Brant was still on the sentence. He said the pact with the Cold Cask Buyers would come in at 42 billion bits. He said the finish was near.

The hearing card kept one line. "We are close." Clover Margin copied it into the Margin Book at 11:22, page 214, with the hour beside it. She opened Form 9-Vapor, the Coin Office sheet for chilled well-vapor, and read the sum box. The box was empty. A pencil hash sat in the middle. The margin note said "see minister." Brant's speaking sheet was still on the podium.

Margin answered from the side table at 11:31.

"The box takes a number," she said. "This page has a hash. The hash is what I'll enter."

Form 9-Vapor runs three pages. Page one names the field: the Black Shoal, twelve markers off the Siltreach coast. Page two names the goods. Vapor drawn from the shoal, chilled, casked, and sold across twenty years. The first lift is eighteen casks. The buyers are Cold Cask Buyers, tube address 4, Glass Wharf. Page three is the price. Page three held the hash.

The 42 billion lived on the back of a supper card from the Night Bell. Somepony had written "42,000,000,000 bits" under the grease line and clipped the card to Schedule D. The front still listed the order. Barley soup. Four bowls. One cider, corked, marked returned. A clerk's string ran from the cider line to the inventory row that read "cask as available." Seventeen casks were steel. The eighteenth was the row with the string.

Ren Hollis filed Form 7-C at 08:11. He keeps the well at Marker Six. Form 7-C is a Claim of Use. He filled the hour lines for the last season, the repair lines for the marker chain, and the question printed at the bottom: who is paid when the vapor leaves. He waited in the corridor with the stamped copy on his knee. At 11:40 a page told him the minister had spoken, and the speaking was the update.

"I put the hours I worked," Hollis said. "The sheet has a place for hours. I used the place."

Cold Cask Buyers sent their mark by tube at 09:50. Blue wax. A circle. Inside it, their house title, Sunny Outcome. The tube note said they would lift casks "on harmony." The week line was blank. The note asked the Coin Office to treat Brant's sentence as the price until page three could be made tidy. Brant had initialed the sentence. Page three carried none of his initials.

At 15:02 the Sun Seal Office delivered Decree 14-H. Princess Celestia's seal held the ribbon. The decree was nine lines. Line one called the compact a sharing of warmth. Line four called the empty sum box "a pause for goodwill." Line nine thanked the buyers and set a further reading "when the coast is ready." Form 7-C and the hash sat outside the nine lines. A Sun Seal clerk wrote 15:02 on the corner, and under it the words "no enclosures."

Brant read the nine lines at 15:18. He called the seal a blessing on the work. The room stood for the ribbon. He sat when the reading ended. His draft stayed in the hearing folder. Decree 14-H went on top of it. Page three went under both.

Margin made the afternoon entry at 16:05. She recorded Decree 14-H as received. She recorded Form 9-Vapor as open. She recorded Form 7-C as waiting. In the bits column she wrote "42,000,000,000 on Schedule D. Sum box open." She tagged the supper card Exhibit S. The tag was cut from the card's own corner. The barley-soup line shows above the string.

Ansel Greve keeps the Night Bell. He confirmed the order at 16:22. Four bowls, paid the night before at 20:10.

"Bits are outside my book," Greve said. "I sign bowls."

The Coin Office posted a notice on the outer board at 16:40. The notice repeated Brant's sentence and the figure. It called the compact a final stage. It gave the shoal, the years, and the buyers. The page where a sum has to be written stayed off the board.

Hollis was in the corridor at 17:00. The morning window had stamped his 7-C received. The answer lines were clean.

At 17:20 Margin closed the book on page 214. The outer board still said final. The sum box still held the hash.
