The Office of Seal Complaints filed Seal Docket 441 at 09:40. The caption names the Crown. The prayer names Salt Ledge.

Page 2 is the whole suit. It asks the High Bench to hold the borough count. The hold starts if Warden Sable Holt loses the chair. If Holt keeps the chair, the count posts at 22:00. The header calls it a Harmony Stay. The stamp is the small seal, the one used on ordinary complaints.

The sentence is numbered 4. It reads: "Where the sitting warden is returned, the door sheet shall post at 22:00. Where the sitting warden is not returned, the door sheet shall abide a comfort review." No second hour appears.

Exhibit D came in the same wrapper. Two envelopes. The first is marked "Holt — release." Inside is a notice with 22:00 already written. The second is marked "Holt — abide." The hour on that notice is a dash. A clerk at the window stamped both at 09:41. He logged the licked flap on the release envelope. He did not say who had licked it.

Salt Ledge keeps one count barn on the keel road. The poll opened at 06:00. Forty-one stations report to that barn. The charter, paragraph 9, sets the door sheet at 22:00. The hour holds in ice. Paragraph 9 calls the sheet a duty.

Dusty Verdict has been the count clerk for eleven years. He was at the barn at 05:30. The box was sealed. The lamp was lit. He read Docket 441 at 10:20, when a runner brought the copy.

"I have the box, the list, and the lamp," Verdict said. "The form they sent does not change the sum."

He checked the complaint's claim about the roll. Seal Complaints wrote that sixty names arrived after 18:10 yesterday. Verdict pulled the birth book. The sixty are ponies who came of age at midnight. The charter adds them on that hour. He clipped the pages to the barn return. The complaint calls the birth book "a local custom." The book is the borough book. It is the same book as last term, when Holt won.

Clover Margin filed her answer at 11:02. Three lines. No seal. She keeps the rope shop two doors down. She marked her own sheet at 07:10.

"I stood where the paper said to stand," Margin said. "I want the number on the door at the hour the paper already set."

Her third line quotes paragraph 9 and stops.

Solicitor Brass Decree read page 2 on the High Bench steps at 10:15. He had the release envelope under one foreleg and did not open it.

"This is not a delay of the election," he said. "It is a delay of an unwelcome sequence."

Asked what sequence he meant, he said the comfort review. Asked when the review ends, he said when the Seal is satisfied. Asked whether a win would need the review, he tapped sentence 4 and did not add a word. The review's start, on the form, is "upon a loss." The end line is blank.

Holt's office sent a note at 12:06. Her clerk signed it. Holt did not. The note says she is in the district and did not file the paper. Her name is still the hinge in sentence 4. The Solicitor's signature is the Crown's. The warden's chair is the condition.

Salt Ledge has counted a second mark since the charter revision four years back. Docket 441 calls that mark "settled practice" if Holt is first. It calls the same mark "unsettled as against continuity" if she is not. Both phrases are on page 3. They sit in adjacent lines. The ink is the same.

A deputy pinned a hearing slip at 12:40. The slip sets argument for 15:10. The door sheet stays at 22:00. Verdict wrote the hearing hour in the margin of his log and left paragraph 9 unmarked. He said the barn keeps its own clock.

By 13:40 he had the public copy on the counter. It is the brown folder. At the foot of page 2, beside the loss line, a pencil note says "do not post." The Solicitor's ink signature is next to the pencil. The win line has no pencil on it. Verdict logged the pencil. He did not erase it.

The hour on paragraph 9 is still 22:00. Sentence 4 is the only page in the building that gives a win a time and a loss a dash.
