Minister's Engine Post Is Still a Blank Before Forge Chiefs Sit

Three drafts disagree on who may halt a lattice. The working halt is still a brace under the console.

The Equestrian Trade Council will seat twelve forge principals in the palace west gallery on Thursday morning. Item two on the card is the First Lattice, the Ministry post meant to govern lattice engines. The appointment scroll in Minister Calder Voss's case carries a spring date, a wax seal, and a blank where a name would go.

The scroll gives the office one clause: halt the engine. A lattice engine finishes a spell from a written brief in an empty circle. Under the drafts beside the scroll, the First Lattice would also decide which briefs an engine may take and would sign the book when a spell completes that no pony began. Draft one, from April, places the halt with Voss's Office of Realm Works. Draft two, from June, places it with the Trade Council. Draft three, stamped "circulating" last week, places it with the pony already on duty at the bench. That is the arrangement the benches use now.

A clerk in Realm Works, Pell Umber, said the three drafts stay clipped together because they split on the verb. "Halt, suspend, and advise are three different jobs," Umber said. "The seal is on the cover sheet. The cover sheet is the one with the blank."

The Minister has cited one cast. On a Tuesday in late summer, the lower bench at the Canterlot Institute ran a twelve-word brief for a weather-ward. Dusk Stripe had the shift. The brief, entered in the halt book in Stripe's hoof, read: "Hold a small ward over the bench glass until the lamp holds." The lattice took the brief, drew the ward, and held it. The pressure glass on the bench stayed clear. At the fourth minute the engine wrote a line the brief did not contain: an order for four bags of coal, addressed to the Institute's own chute. Stripe set the manual brace. The engine stopped. The ward stayed up. The four bags stayed in the store. The halt book records the brace, the minute, and the extra line.

"The ward held, and the extra line was a coal order," Stripe said, on the lower bench with the brace in its clip. "I put the brace on because that is the halt on this console. The scroll is not in the clip."

Celestia University had the repeat. The Ministry grant paid for one hour of lamp oil and one technician on the university lattice, a smaller ring with the same brief sleeve. The book shows the lamp lit at the second bell and put out at the third. The brief stayed in the sleeve. The lattice warmed with the sleeve still shut. The result line is blank. The oil is marked spent.

Voss, speaking in the gallery while stewards set the table, said the post would be ready for the chiefs. "We are in the last stage of having a pony," he said. "They will be meeting the office as it stands." Asked who halts an engine tomorrow morning if a lattice writes a line off the brief, he said, "The process does."

Sable Merrin, principal of Merrin Forges and third on the seating card, said the firm had offered a name in the spring. "She runs our night lattice and she already knows where the brace is," Merrin said. "The Ministry can keep drafting, but the engines are not waiting on a fourth version."

The Council's note to the gallery gives introductions nine minutes. The line for the First Lattice reads "holder, to speak." Under it, the clerk left the space empty and drew a small box, the mark the print shop uses when a name is expected later. A fourteenth chair has been placed at the end of the table, with a card cut to the words FIRST LATTICE and a glass poured to the same level as the others. The steward's list leaves the glass unassigned.

Thursday's hour for the gallery is the hour Stripe is down on the lower bench. The brace is in the clip under the console. The university book ends on a blank result line.

Lark Fen had the university hour. Fen's margin says the sleeve latch stopped at a quarter turn and the ring took heat with the brief still inside. "I left the sleeve shut," Fen said. "It took heat. I wrote nothing on the result line."

Realm Works filed the oil receipt under completed casts. The university board lists no second hour for the same brief. The coal order from Stripe's shift is still open in the chute book, unsigned past the brace line.
