The 18:00 wind was written at 8 knots from the west. It arrived at 18:46 as 3 knots from the south. Third race at Cloudbank Oval ran on that air. The winner's time was 2:13.4. The favorite, set for a west push on the final straight, finished fifth. Stewards posted the wind as a contractor slip.
The contractor was Windfall Margin, private weather on a shed contract to the oval and to three farm circuits south of the city. At 11:20 the Canterlot Council issued a one-page order. Ministries, it said, must ensure meaningful progress for workers in private yards. The order named no rate, no hour cap, and no date. It named the phrase twice. Gale Report carried the line on the midday board between a hail watch and the oval's post positions.
Director Calden Brisk answered at 15:00 with a talk in the Northloom loft. The talk ran 40 minutes. He called it the progress hour. Attendance was the metric. A cloud-shaped sticker, initialed by a supervisor, counted as present. The sticker count closed at 112. The night roster was 19. Most of the 112 came from the day book, the front office, and a row of Wonderbolt cadets sent to be seen.
Brisk told the loft the sheet under the stickers was "a floor under dignity." The sheet scored the yard at 94. The columns were attendance, posture, and visible forward weather. A cloud that pushed across the loft window during the talk satisfied the third column. The senior fliers who set the 18:00 sat in the chairs under that window. The west wind stayed on the morning heading.
Crew chief Odell Vetch has held the 18:00 to 02:10 for six seasons. He was on the floor during the talk. Stickers reach the floor only if a supervisor walks down. No supervisor walked down.
"We made the rain," Vetch said. "The card says we made a feeling. Forty-six minutes is a miss you can price."
The correction over the oval went to reserve flier Maeve Sorn. The season poster carries other names. She has 19 call-ups this season and no named start. She took the south air off the wrong heading and tried to walk it west before the third. The walk failed by 5 knots. She landed with a left-wing strain logged at 19:05, grade 2, out for the next two cards.
"They measured progress in stickers," Sorn said. "I flew the correction and tore the wing. Same pay as spring. Same wing as spring, only worse."
The Wonderbolt press office filed at 16:05, while Sorn was still on the correction. Press liaison Noll Parry wrote that the corps "stands ready to model advancement for private fliers who have not rehearsed it." He offered a seven-pony formation for the next progress hour. All 7 names were already on the season poster. A second slip asked Sorn to appear under the loft for a picture in "a posture of advancement." She was at 400 feet on the bad wing. The picture was taken of the cadets. Parry's note called the turnout encouraging.
Union Resistance sent a margin note at 17:40 asking which number on the sheet was the progress. The Council answered in four lines. The order, those lines said, was the progress. Private houses kept the freedom to define the floor. Brisk had defined the floor as a sticker.
The favorite's owner asked the window for the 4,000-bit wind fee. The window declined. The fee schedule calls a posted wind delivered once any air reaches the oval, from any heading, inside the hour. The air qualified at 18:46.
Night production cleared 14 cells, the count written on the card. Two farm circuits took the late water. The third sent a runner at 20:15 to say the ditches were shut for dark and the water could sit in the canal until morning. Canal loss was logged at 6 percent. Vetch marked it on the shift board under the printed score. The printed score was 94. His mark was 46 minutes and 6 percent.
Windfall's board hears the quarter on Thursday. The number on the cover page will be 94.
The night rate on the chit is 11 bits. It was 11 bits in the spring book. The director's administration line, on the sheet's last row, is 62,400.
Payroll clerk Rill Harrow closed the chit at 02:22. Nineteen night names split 11 bits on a shift that ran 46 minutes past the card. Brisk's 62,400 covers the quarter. Split across those 19, the loft comes to 3,284 a head.
