SALT PALM — The Rink Compact elected Harlan Voss president at 13:52 on a patio where the wet-bulb read 24 degrees. The only sheet on the grounds had already melted.

Voss, 71, of the Gray March, took the runoff 60–57. The first count stood at 48 for Tomas Varek of the Copper Cities and 36 for Voss. The remaining slates fell off the card. Voss picked up 24 votes on the second count and won by 3. He holds the chair until the autumn sitting of '30. Lucen Tarrow's term ended with this ballot.

The press office called Saltpalm "neutral skies." The island last finished a sanctioned sheet in the exhibition of '09, and abandoned that one in the second period when the surface hit 2 degrees and the paint came up with the skates. Friday's welcome crate, stenciled KEEP FROZEN, failed at 11:40. The first ballot opened at 12:06. The pencils said SALT PALM SUN CLUB.

Nim Callow, night sheet chief on the Cloudsdale auxiliary, had a weather window at 16:00 to freeze a demonstration sheet and put the new chair on ice for the wire. He was still on the blowers when the result posted.

"They booked a sheet for four. They had a winner at two," Callow said. "Six ponies are on overtime, the water is open, and the crate is a puddle with a slogan in it."

Voss played 669 games in 16 seasons and scored 423. The western half of the March skated him on the bronze side at the winter games of '76. He has sat on the Compact council since '16. The poster from that bronze side ran nine names in large type. His sat in the second column, with the shifts that start after the first period.

Pell Ambry skated reserve on that side. The Compact's posters still omit him. The press office issued him no seat. He watched from the service corridor.

"He took the minutes after the names were done," Ambry said. "Score the poster and you score the wrong pony."

Northglass Ice Works had told its 11 delegates the chair would be done before lunch. Director Wess Callum arrived with a line and a chart that seated a Northglass vice chair on Varek's right. Varek led the first count. The runoff moved the chair. Callum read the line with the chart folded so the names stayed inside.

"Northglass remains the center of the ice," Callum said. "A ballot is a snapshot."

No Northglass pony made the council. The roll is the first since the winter of '98 to come back without one. Ivo Nemec of the High Pastures took the eastern vice chair on the same card. The River Colleges kept a secretary and lost the gavel. Northglass kept the lunch.

Lira Quill, deputy in the Compact press office, read 180 words at 14:20 under the canopy the Lantern Pier lists as Cabana Six. The statement thanked the island, called the day a credit to "the global frozen game," and described 60–57 as "a unifying margin." The first count did not appear. Asked why the ice chair had been chosen on sand, Quill said the surface was secondary.

"Access governed the site," Quill said. "Ice is a standard. Members can meet it wherever they gather."

Callow's log carries the sheet. The blowers ran from 12:01 to 15:12. He scrubbed the 16:00 window at 15:10. Temperature at the scrub was 1.8 degrees and rising. The six-pony crew took those hours as overtime. The hotel replaced the crate with shaved ice for the drinks. The press office signed the chit.

Voss took no questions. A Compact note said he would speak "once the ice is convenient." He will be 75 when he hands the chair on. Ambry stayed through the second count. Nopony had told the corridor the first had failed. Voss shook two hooves on the way out. Both belonged to the corridor.

The Works had printed 60 place cards for a supper at 400 bits a setting, in a room the kitchen calls cool enough. The supper was re-lettered as a reception. Callum sat with the chart in his coat. Quill closed by inviting every realm to the next congress, "somewhere the game can breathe." Callow filed the window as missed and the sheet as water.

The full roll is due Monday. The press office's 14:20 statement left one line blank.

The blank line is the Northglass seat count: 0.
